They do but they have to be able to justify. Otherwise, banning or not banning, serving or not serving, could be open to all kinds of intolerance.

Of course, I don't know how a court of law would react to a customer's complaint that he was not allowed to vape indoors somewhere.

London underground also does not allow vaping. However their auto announcements just state smoking is not allowed but in their documentation it mentions vaping is banned too

The Head of Steam pub in Newcastle, not only is it the best bar in the centre with a superb choice of cask and guest ales, it also allows vaping with a "no probs mate, knock yersel oot"
love it.

same with smoking at the bus station the automated message says no smoking can you go inside repeated evey 20mins no mention of vaping. if you look on the bus station notice boards about anti social behaviour vaping is classed as anti social behaviour even the staff have to go outside to vape along with the smokers. the boss says he is a vapour its probally been brought in because of complaints from the non smoking public.
